Mental disorders are on the rise especially among the poor who often have inadequate resources to curb the problem. Lack of prioritizing mental health, lack of understanding of mental health issues and the stigma subjected to the mentally ill is also a significant contributor to the rise in these cases (Skolnik, 291). Globally, governments devote large sums of their budgets to other parts of the economy, and only a portion of less than one percent is set aside for mental health. This is according to the research conducted in various countries by “mental health: new understanding, new hope” WHO recommends that governments come up with measures to deal with the risk factors such as abuse of women and children which is a significant cause of mental disorders, bullying in schools, improvement of parenting skills to help in child development. Provision of counseling services by professionals to victims of violence, war or other conditions that require attention could be very beneficial. Many professional counseling services in developing countries are offered in psychiatric large facilities that make it difficult for everyone with mental disorders to access the facility. Training of healthcare workers on management of mental illness and making mental health a part of healthcare programs could also help. For countries whose budget does not cover mental health extensively, it would be wise to start investing in mental health, appoint an overseer and have a mental health policy. This could improve the management of mental health, it monitoring, development and provision and distribution of drugs. For improvements in developing countries, it will take a lot of effort in acquisition of additional funds to cover mental health expenses and it will require political intervention to be able to adjust the budget.

Mental illness has been known to affect people from all lifestyles, and it does not discriminate against the poor or the rich. However, some factors cause variations on the dispersion of mental illnesses. They include organic defects, education and income of parents and violent conditions such as war. Babies born prematurely are more likely to contract mental illness than children delivered through normal birth are. Manifestation of mental illness depends on age. Infants are less likely to be affected by mental retardation as compared to older people. This is because physical and environmental factors contribute to a person’s mental development. Such factors may include drug and substance abuse, which is a major cause of mental illness especially among the youth. the government can therefore ensure that there is safe environment in schools to avoid cases where students become mentally retarded due to pressure. It could also ensure that the mentally unstable are not denied employment opportunities for jobs they can comfortably tackle or denied the opportunity to carry out their daily activities (Frank, Richard, and Glied). This will work to reduce stigma subjected to the mentally challenged and improve on their condition. Rehabilitation programs for those with substance abuse disorders could assist in this problem especially for the poor who cannot afford these facilities. Financing of groups that are interested in acquiring information about the mentally challenged could be beneficial since they could assist the government in coming up with appropriate policies. Policies to curb poverty should be implemented to ensure that citizens have adequate funds to access medical care and to maintain healthy lifestyles. These policies could be educational programs or even assistance in starting of businesses to create job opportunities for the unemployed.

There seems to be a great connection between mentally ill people and violence. The mentally ill are known to be mentally unstable and incapable of handling difficult situations. They are also very unpredictable making it extremely hard to manage them since it is hard to tell their next move. The treatment of mentally ill criminals has been faced with a lot of criticism in the U.S. the infamous three strikes law of sentencing is one such law. Initially, this law seemed discriminatory to the African Americans (Brent staples SR10). In this law, low-level crimes such as stealing and shoplifting were accompanied by severe punishment of life sentencing. Most people who break these low-level laws are mentally ill. Some are too ill to even assist their lawyers in their defense and end up behind bars. Therefore, it appeared as if this law was put in place to keep the mentally challenged off the streets. Mentally ill are mainly jailed for conduct related to their illnesses. Research shows that nearly a sixth of the people in jail have mental illness, and they even undergo psychiatric sessions while in jail. Most have undergone hardships in their lives, which are attributed to poverty; they have been homeless at one point, undergone hunger spells that often lead them to steal, highest percentage are illiterate and have faced abuse when they were children. Mental health professionals could assist the defense lawyers for mentally ill offenders in proving their condition so as not to face harsh charges.

In North America, poverty seems to be a major issue of concern since it affects the health care system. It interferes with the operation of infrastructure in policy implementation. Around 31-37 million people in America lack medical insurance. Lack of insurance poses a threat to maintenance of a healthy population since most citizens with no insurance cannot afford to cover their medical bills and can therefore not access medical care. The poor specifically are faced with many challenges due to high costs of medical care, which hinders them from accessing medical care. The poor and mentally ill are faced with even more extreme challenges since they cannot access special health services, which tend to be more expensive that ordinary health care. To solve the health care crisis, employment-based health insurance should be assessed (Holosko 3-15). In this kind of insurance, the employer gives insurance coverage to the employee for the jobs he undertakes. This especially refers to manual jobs, which involve many risks. Such jobs include construction jobs that require manual effort and constructors are prone to accidents such as falling stones that could cause broken limbs and even incapacitate a worker. It is therefore a requirement for every employer to ensure insurance coverage for his employees. This plan does not only help the poor people but also the alienated groups in the society such as the mentally ill. The government could provide subsidies to the employees to enable employers offer outstanding services to its employees, which would include special mental health services. They could also provide counseling sessions for the employees to ensure they are of sound mental health. The government could also offer job opportunities for the mentally ill, where they can work under supervision. This would greatly improve on their productivity. The government could increase the number of schools that deal with the mentally challenged population. In these schools, proper facilities that would help in learning and development of the mentally challenged should be installed so that they are able to learn as the normal children do and be able to gain skills that would help them in their daily lives. The costs of these schools should be subsidized so that every parent can be able to afford these services for the children. The mentally ill need training and learning since they are human beings hence require knowledge in order to improve on their perspective of life. The teachers of these schools should be specially trained to handle such students so that they can be able to treat each of them specifically according to their personalities. When they are given opportunities to interact with the rest of the community, it gives them a sense of belonging and acceptance of their condition by others. The government should come up with policies to promote talents of the mentally ill especially those from poor backgrounds who cannot afford to do so. Some of them have outstanding talents such as art, which could be natured and promoted. This would make the society appreciate the mentally challenged. The use of Google books is efficient when you have knowledge of the information you are looking for. This helps one know which books to look for, and the kind of information to concentrate on. A lot of information is available on Google though it is hard to find information exactly the way you need it. It is therefore necessary to pick information from various sections and combine it to come up with comprehensive information. However, there is substantial information in relation to mental health and the government’s role in its provision but only less information on how the government should improve mental health. The advantage of using Google books is that it is fast to access information and it helps in tracing the information by just keying in the key words. It is disadvantageous that it is difficult to find a book containing all the information you need, and you therefore have to go through several books before getting what you want.
